Coaching Rules & Guidelines

TVSA Mission Statement

TVSA is dedicated to giving the children of the Temecula Valley a fun, safe, and competitive place to play soccer.

One of the primary goals of TVSA is to provide our children with consistent, quality and dedicated Coaches.  It is the intent of TVSA to use these “Rules & Guidelines” to provide TVSA Coaches the basic expectations and requirements for coaching within TVSA.

Coach Training and Background Requirements

1. All Coaches and Team Administrators (Trainers, Team “Moms”) will be required to have current California Department of Justice RISK MANAGEMENT status in the Cal South database.

2. All TVSA coaches must have completed Basic Coaches Training Modules 1 and or 3, and must have current RISK MANAGEMENT status in order to coach in TVSA.

3. Failure to have current approved RISK MANAGEMENT status could result in termination of coaching privileges.

4. Failure to adhere to the TVSA Coaching Rules & Guidelines as outlined in this document may result in disciplinary action, up to and including termination of coaching privileges.

Coaching Leadership and Spectator Conduct Rules

1. It is the responsibility of the Coach to set the standard of behavior on the field.

2. It is incumbent upon the Coach to control the actions of their coaching staff, players and spectators (especially parents) at all times, and to assure:

• No name-calling or harassment of players, referees or spectators by anyone.
• No name-calling or harassment of a player by a coach or parent; or by another player, especially a teammate.
• No name-calling, harassment, or comments directed at the referee or assistant referee for ANY reason, by ANY person.
• No hitting, spitting, or slapping a player, coach, referee or spectator by anyone.

3. It is the Coach’s responsibility to prevent spectators from harassing the field referees and the Coach must provide leadership by not disputing field calls or commenting on the Referees’ calls during the match.

Child Safety and Welfare Responsibilities of the Coach

1. The Coach shall always have their Players medical releases on the field at all practices and matches.

2. The Coach shall always provide for a fully stocked first aid kit at all practices and matches.

3. The Coach shall never leave player(s) unattended at any time, for any reason.

4. The Coach must provide team supervision before, during and after practice and matches as well as during any team travel.

5. The Coach must provide proper supervision of all players in the event Parental pick-up is late.  It is recommended that the coaches have a procedure for this event and communicate this plan to the parents at the first team meeting.

6. The Coach must report any signs of child abuse to League Officials for proper follow-up.

7. The Coach must recognize and deal with dangerous field and weather conditions, e.g. heat, cold, lightning, high winds, etc. and assure his/her players are always in safe conditions.

8. The Coach must assure that all their players have adequate water and stay hydrated during practice and matches, especially during periods of extreme heat. Educate your players and parents about dehydration at your preseason meeting.

9. Failure to treat injuries properly cannot be tolerated. If a Coach is unsure of the extent of an injury, 911 should be called and assistance requested.  Injury reports must be completed if the player receives medical attention for an injury. Forms available on the website.

10. Dogs are NOT allowed at or near the fields where the children are playing, during practices or games, while TVSA is utilizing city fields. NO EXCEPTIONS! Safety first! 

Team Management Rules and Guidelines

1. The Coach is responsible to be fully knowledgeable of, and adhere to the current match play and participant rules as published by TVSA and CYSA.

2. The Coach must assure that each his/her Players play at least 50% of each match

3. The coach should conduct proper pre-match warm-ups and conditioning.

4. The coach should have a standardized game roster completed prior to match time and should present it to the referee prior to the beginning of the match.

5. A coach taking a TVSA team to a tournament must receive approval from the BOD prior to enrolling the team in a tournament. (No tournament play in spring)

6. No modifications to TVSA uniforms are allowed including, but not limited to, patches, names, symbols or other decorations, no exceptions.

7. Shin guards most be worn under the socks.

Girls U18 7v7 Rules

Seven-a-sides (7 v 7)

• Teams are made up of one goalie and six field players.
  Every player participating in any TVSA game must play at least 50% of the game as monitored by the team, participating league officials, or match officials.  Teams that violate the 50% rule will forfeit the game and may be subject to additional disciplinary action.
• Games: Team must have 5 players in order for it to be a legal game.
• Games are played in two 25 minute halves (five minute halftime).
• Goalies can touch the ball with any part of the body including their arms and hands while inside the penalty area, which extends the width of the field for the distance of twelve yards in front of the goal.

Usual soccer rules are followed for penalties and infractions, with some exceptions:

• Only indirect kicks will be taken outside the penalty area. Any fouls inside the penalty area will follow the normal indirect, direct kick rules. The kick will be taken on the referee’s signal.
• Throw-in’s cannot be served into the opponent’s penalty area, the ball must touch the ground or a player outside the penalty area before it is in play. A throw-in will be taken from the point at which the ball went out of bounds except in the defensive team’s penalty area. In this case the attacking team will throw-in at the penalty line.
• Goal kicks can be taken either by a field player or the goalie. However, it cannot be thrown or kicked past the midfield line (the ball must either touch a player or the ground on the goalie’s half of the field, before it goes past the midfield line). Violation of this rule results in an indirect free kick at the midfield line.
• There is no offside rule.
• 7v7 will have free substitutions. These following conditions apply to all substitutions:
  • Substitutions may take place during any dead ball situation, at the discretion of the center referee
  • No substitutions are allowed on fouls, except for Yellow carded players or an injury to a player.

Rules for Spring Soccer

U5/U6 Division

• 6 players will be on the field per team, 6 v 6.  No keeper.
• A size 3 ball is to be used.
• No player maybe left in the goal area as a permanent defender.
• Goals will be switched at half time.
• Throw-ins will be substituted for corner and goal kicks.
• A game shall consist of four 10-minute quarters, plus a 5-minute half time break.
• There will be substitutions at the end of the 1st and 3rd quarters (clock continues to run at quarter break). No free substitutions are allowed unless it is for an injured player.
• Each team member shall play a minimum of 50% of each game.
• One head coach per team is allowed on the field of play to assist the players and manage the game. Coaches shall not stand in front of the goal.
• No parents or spectators are allowed on the field of play or behind the goal at any time. This is for everyone’s safety.
• All Players shall wear protective shin guards UNDER the socks, not socks pulled down over the shin guards.
• Heading the ball is not allowed

U8 Division

• Will be 7 v 7 players, one of whom is the designated goalkeeper wearing the goalkeeper shirt.
• A size 3 ball is to be used.
• A game shall consist of four 10-minute quarters, plus a 5-minute half time break.
• Throw-ins will be substituted for corner and goal kicks.
• There will be substitutions at the end of the 1st and 3rd quarters (clock continues to run at quarter break). No free substitutions are allowed unless it is for an injured player.
• Each team member shall play a minimum of 50% of each game.
• One head coach at a time is allowed on the field of play to assist the players and referee the game. One coach from each team must referee one half of the game. If a league referee arrives to take care of the game, then no coaches are allowed on the field of play. The referee will be responsible for running the game and managing the substitution break. The official clock will continue to be kept by the field marshal.
• No parents or spectators are allowed on the field of play or behind the goal at any time. This is for everyone’s safety.
• All Players shall wear protective shin guards UNDER the socks, not socks pulled down over the shin guards.
• Heading the ball is not allowed

U10 Division

• Games are played in a 7 v 7 format.
• Teams are made up of one goalie and six field players.
• Size 4 ball
• Every player participating must play at least 50% of the game as monitored by the team, participating league officials, or match officials. Teams that violate the 50% rule will forfeit the game and may be subject to additional disciplinary action.
• Games: Team must have 5 players in order for it to be a legal game.
• A game shall consist of four 12.5-minute quarters, plus a 5-minute half time break.
• There will be substitutions at the end of the 1st and 3rd quarters (clock continues to run at quarter break). No free substitutions are allowed unless it is for an injured player.
• Goalies can touch the ball with any part of the body including their arms and hands while inside the penalty area.
• No parents or spectators are allowed behind the goal at any time. This is for the safety of everyone.
• All Players shall wear protective shin guards UNDER the socks, not socks pulled down over the shin guards.

Usual soccer rules are followed for penalties and infractions, with some exceptions:

• Standard Laws of the Game for Throw-ins).
• Standard Laws of the Game for Free Kicks. The kick will be taken on the referee’s signal.
• Punting or Drop kicks are not allowed. Goalkeeper can pass, throw, or roll the ball to re-start play.
• Standard Laws of the Game for Corner Kicks.
• Standard Laws of the Game for Goal Kicks, and kicks may pass the centerline.
  • When a goal kick is taken, opponents must be outside the penalty area.
• Offside rule is in effect from midfield to goal line.
• Heading the ball is NOT allowed. If intentional heading occurs, it will result in an indirect free kick to be awarded.
  • If deemed persistent by referee, may include a yellow card to the player and/or coach which may result in ejection.

Tactical Plans for Coaches

• Build out from the back is preferred versus long balls.
  • Quick play from the keeper in transition versus allowing teams to “get back”
• Dribbling and passing should be training focus as well as movement off the ball.
• Man marking versus zonal?
• These changes are designed for more touches on the ball for each player so training should mirror this idea. As such, 90% of training should be with the ball for each player.
• Train give and go (wall passes) to move up field quickly.

U12 Division

• Games are played in a 9 v 9 format.
• Teams are made up of one goalie and eight field players.
• Size 4 ball
• Every player participating must play at least 50% of the game as monitored by the team, participating league officials, or match officials. Teams that violate the 50% rule will forfeit the game and may be subject to additional disciplinary action.
• Games: Team must have 7 players in order for it to be a legal game.
• A game shall consist of four 15-minute quarters, plus a 5-minute half time break.
• There will be substitutions at the end of the 1st and 3rd quarters (clock continues to run at quarter break). No free substitutions are allowed unless it is for an injured player.
• No parents or spectators are allowed behind the goal at any time. This is for the safety of everyone.
• Heading the ball is NOT allowed. If intentional heading occurs, it will result in an indirect free kick to be awarded.
  • If deemed persistent by referees, may include a yellow card to the player and/or coach which may result in ejection.
• All Players shall wear protective shin guards UNDER the socks, not socks pulled down over the shin guards.

Usual soccer rules are followed for penalties and infractions.

Tactical Awareness for the coach:

• Since it is a smaller field than previously used for U12, new tactical approach needs to be taken.
• Build out from the back as opposed to punting and long balls.
• More dribbling skills as well as more passing skills.
• Changes made to provide additional touches for each player so training needs to mirror games.
  • Individual skills should be focus
  • Dribbling and passing are premium
  • Utilize small sided games in training to simulate the game
• Quick play from the back versus having keeper allow team to “get up field” for punt. How quickly can the keeper play the ball to his/her defender?
• Roll out versus punts should be 60/40

U14 Division

• Games will be played in an 11 v 11 format.
• Teams are made up of one goalie and ten field players.
• A game shall consist of four 15-minute quarters, plus a 5-minute half time break.
• There will be substitutions at the end of the 1st and 3rd quarters (clock continues to run at quarter break). No free substitutions are allowed unless it is for an injured player.
• Each team member shall play a minimum of 50% of each game.
• No parents or spectators are allowed behind the goal at any time. This is for the safety of everyone.
• All Players shall wear protective shin guards UNDER the socks, not socks pulled down over the shin guards.

U18 Division

• Games will be played in an 11 v 11 format.
• Teams are made up of one goalie and ten field players.
• Every player participating must play at least 50% of the game as monitored by the team, participating league officials, or match officials. Teams that violate the 50% rule will forfeit the game and may be subject to additional disciplinary action.
• Games: Team must have 8 players in order for it to be a legal game.
• Games shall consist of two 45-minute halves, plus a 5-minute half time break.
• Substitutions are unlimited and are allowed at the discretion of the referee.
• No parents or spectators are allowed behind the goal at any time. This is for the safety of everyone.
• All Players shall wear protective shin guards UNDER the socks, not socks pulled down over the shin guards.

Usual soccer rules are followed for penalties and infractions.

Other Rules and Notes:

1. In all of the above games (except U18 Division), substitutions shall be made midway through each half with only substitute players entering the field and those who are being substituted exiting the field.  All other players shall remain on the field during this time.   All players may exit the field during the half time substitution.  The clock runs at quarter breaks.
2. There shall be NO slide tackling or playing the ball from the ground.  The resulting penalty shall be an indirect free kick. Persistent infringement of this rule may result in disciplinary action.
3. Any player, who received an ejection card (Red card) or two cautions (Yellow card), which resulted in ejection, may be disciplined with a minimum of one game suspension.  This is per discretion of the TVSA board of directors.
4. All disciplinary action received throughout the spring season shall be cumulative.  If a player is ejected on two different occasions, he or she may be suspended for the duration of this season.  Three cautions received throughout the spring season (at different games) shall be treated as one ejection.
5. All free kicks in U5/U6 and U8 shall be Indirect.
6. Head gear is allowed at all age levels, but is not mandatory.
7. Coaches must remain with their players until a parent or guardian picks them up. DO NOT leave a child unattended for any reason whatsoever. DO NOT allow a child to leave the practice field without his or her parent and or a guardian.
8. All Coaches must have the white registration forms at all games and practices!
9. In the event of a shortage of players, borrowing of players is permitted. This borrowing is limited to players from the opposing team. You cannot borrow players from any other teams.
10. Players must not play more games than they are officially scheduled for.

In accordance with TVSA league rules:

• No dogs are allowed at practice or game fields!
• There is no smoking at a field during practice or game times.
• Drinking of alcoholic beverages or use of illegal substances shall not be permitted at any game, practice, or team party affiliated with TVSA or its teams or players.
• NEW: Home Team Coach will be on one choose one sideline, and set up at midfield with ALL the parents to the left of the players area. (No parents allowed to set up to the right of the coach/players- no exceptions). Visiting Coach/Team and parents will mirror the same thing on the opposite sideline.
• The Visiting Team may provide the game ball if both coaches agree.

Spring is strictly recreational and developmental:

• No scores will be kept or documented
• No protests will be allowed
• No standings will be kept and there will be no playoffs

Rules for Fall Soccer

U5/6 Division

• 5 players will be on the field per team, 5 v 5.  No keeper.
• A size 3 ball is to be used.
• No player maybe left in the goal area as a permanent defender.
• Teams will change sides at half time, switching the goal to defend.
• Throw-ins will be substituted for corner and goal kicks.
• Games shall consist of four 10-minute quarters, plus a 5-minute half time break.
• There will be substitutions at the end of the 1st and 3rd quarters (clock continues to run at quarter break). No free substitutions are allowed unless it is for an injured player.
• Each team member shall play a minimum of 50% of each game.
• One head coach per team is allowed on the field of play to assist the players and manage the game. Coaches shall not stand in front of the goal.
• No parents or spectators are allowed on the field of play or behind the goal at any time. This is for everyone’s safety.

• Each team member shall play a minimum of 50% of each game.
• No parents or spectators are allowed behind the goal at any time. This is for the safety of everyone.
• All Players shall wear protective shin guards UNDER the socks, not socks pulled down over the shin guards.

U18 Division

• Games will be played in an 11v11 format.
• Teams are made up of one goalie and ten field players.
• Every player participating must play at least 50% of the game as monitored by the team, participating league officials, or match officials. Teams that violate the 50% rule will forfeit the game and may be subject to additional disciplinary action.
• Games: Team must have 8 players in order for it to be a legal game.
• Games shall consist of two 45-minute halves, plus a 5-minute half time break.

2. Slide tackling IS allowed in the Fall season only, under CalSouth guidelines. Make sure players understand this rule and are careful when performing a slide tackle so as not to injure themselves or a teammate or opponent.
3. Any player, who received an ejection card (Red card) or two cautions (Yellow card), which resulted in ejection, may be disciplined with a minimum of one game suspension. This is per discretion of the TVSA board of directors.
4. All disciplinary action received throughout the Fall season shall be cumulative. If a player is ejected on two different occasions, he or she may be suspended for the duration of this season. 9. In divisions that have standings, the tie breaker rule order is as follows:

• Head-to-head
• Goals Against
• Coin Flip

In the case where three or more teams have the same number of points, all teams must have played each other for the head-to-head rule to be used. If they have not all played each other then goals against will be the next rule to be used.

In accordance with TVSA league rules:

• No dogs are allowed at practice or game fields!

TVSA FALL PLAYOFF RULES

Same as during season, Home team will choose their sideline, and set up at midfield with ALL the parents to the left of the players. (No parents are allowed to set up to the right of the coach/players – no exceptions). Visiting team, and parents will mirror the same thing on the opposite sideline.

Coaches are to stay near midfield, (roaming from one side of the center circle to the other, 10 yds either side of the field).

All regular fall season rules apply, except that no game can end in a tie. Games tied at the end of regulation will be settled as follows:

1. GOLDEN GOAL OVERTIME

• If regulation time runs out with the score tied, then the game will go into a “golden goal” (first team to score a goal is declared the winner) overtime period.
• U10’s will play a 5-minute period. U12’s and U14’s will play a 10-minute period. U18’s will play a 15-minute period.
• A coin toss will be held to determine who defends which end and who kicks off.
• If the score is still tied after the first overtime period, teams will switch goals and there will be a 2nd “golden goal” overtime period of equal length to the first period.
• There will be no subbing during an overtime period except, with the permission of the referee, for injured or yellow-carded players.
• Players who sit out the first overtime period must play the 2nd overtime period.

2. PENALTY KICK PHASE

• If the game is still tied after the 2 overtime periods, the game will progress to the “penalty kick phase”.
• All players on the field at the end of the 2nd overtime must remain on the field. Players on the bench may not enter the field. The Coach must ensure that this happens.
• Each team will take 5 penalty kicks (using standard FIFA rules), alternating turns from the spot designated by the referee.
• The team with the most goals after 5 kicks is the winner.
• If the game is still tied after 5 kicks, the teams will continue taking penalty kicks one at a time (alternating turns) until one team makes one and the other team misses on the same turn.
• If all players on the field (including the goalkeeper) have kicked, then the rotation will begin again with the first player from each team until there is a winner.
• Only the players who were on the field at the end of the 2nd overtime can participate in the shootout. No players from the bench may take penalty kicks.
• Coaches can select a goalie from any of the players on the field at the end of the 2nd overtime period and can elect to change goalies at anytime during the penalty phase as long as the selected player was on the field at the end of the 2nd overtime period.
• The goalie can be selected to take penalty kicks either as one of the first 5 shooters or as part of the rotation should it go to sudden death.
• There are no protests. All decisions of the referee are final. All coaches are expected to display good sportsmanship and keep their sidelines under control at all times. Let’s make it a fun day for the kids.

In order to comply with the USSF mandated changes, TVSA is making the following changes for all club and teams for the 2016 Fall season:

Change 12’s to 9 v 9

• Background: In 2015 the U12 game was 11 v 11 with full size fields.
• Change Rationale: Fewer field players allows for more touches.
• TVSA Implementation: Will begin with the Fall 2016 season.

Nuances:

• For optimum implementation the 12 teams will require smaller U11-sized fields our home fields will be adjusted to the smaller field size.
• For optimum implementation the 12 teams will require smaller goals as they ideally should not be playing on full sized goals.

Change 10’s to 7 v 7

• Background: In 2015 the U10 was 8 v 8.
• Change Rationale: Create a better stepping stone to 12’s with 9-a-side.
• TVSA Implementation: Will begin with the Fall 2016 season.

Nuances:

• This change will create a new tactical awareness for coach to implement in training.

Build Out Line

• Background: No prior use of this rule in TVSA except U18 Coed. When goal kicks occur the opposing team would have to stay beyond the midfield line (or Build Out Line) until the ball is kicked by the goalkeeper.
• Change Rationale: Several associations trialed this last year and found it very successful in helping to encourage more touches and playing the ball (vs just making a big kick) out of the defensive side of the field.
• TVSA Implementation: Will begin with the Fall 2016 season.

Off-side at 10

• Background: The offside rule is in effect, except players cannot be penalized for an offside offense between the centerline and the Build Out line.
• Change Rationale: Revised to ensure we are aligned with other associations in District 5 that we complete against in tournament play.
• TVSA Implementation: Will begin with the Fall 2016 season

Penalty Kicks at 10

• Background: No prior use of this rule in TVSA. Standard Laws of the Game for Free Kicks.
• Change Rationale: Use of the penalty kick will ensure fairer placement of the ball for fouls that occur in the penalty area.
• TVSA Implementation: Will begin with the Fall 2016 season.

No Punting through U10

• Background: Starting with U8, coaches are encourage to have their goalie only roll or toss the ball into play by hand.
• Change Rationale: Along with the build-out line several associations trialed this last year and found it very successful in helping to encourage more touches and playing the ball (vs just making a big kick) out of the defensive side of the field.
• TVSA Implementation: Will begin with the Fall 2016 season.
